Dota 2 patch 7.31 brought a lot of hero changes along with the new hero, Primal Beast.
Two of Techies old skill were removed and replaced with new skills.

Lets take a look at a couple of the prominent ones.
- General Updates
Mana cost reduction now stacks diminishingly.
This is a huge change for intelligence heroes like Storm Spirit.
The new Null Talisman gives a 4% mana cost reduction.
Storm Spirits were just making six Null Talismans and zipping away everywhere like there was no tomorrow.
After the release of Dota 2 patch 7.31, Techies win rate plummeted.
But it seems like with the buffs from patch 7.31b, it has gone up again.
